Soldiers from the Israeli Civil Administration for the Westbank arrive with one represantative of the settlers to discuss further development. They order a new land-survey-report from Tawfik Salim. He gets the information that a certain company "Gey Lot Haaretz(?)" pretends to having bought the land in 2002 in order to build a religious kindergarten there.
